Why the activity comes first
A business activity is the description of what the company is set up to do. Trading goods, providing a defined service, and running a hospitality operation are different activities, even when the founder talks about them as one business.
The activity is not a slogan on a website. Licensing authorities use it to decide which licence family can hold the work, and which setup options are realistic in Dubai or elsewhere in the UAE.
What the choice can change
The same idea can sit under more than one activity. A shop that also sells online, or a maintenance firm that also supplies parts, may need a narrower activity, an extra activity, or a different licence family. Guessing from the company name is not enough.
Approvals, if any, follow the activity and the operating model. This note does not list permits, fees, or timelines. Those depend on the authority and the file. Use the activity page for the scope, then confirm the fit before you form the company.
How to use the catalogue
Search the activity list by the work you will actually perform, not by a marketing label. Read what the activity typically allows and what it usually does not cover. If two activities both look close, keep both and ask which one the authority expects on your file.
After the activity is clear, choose the formation path that can hold it. Mainland and free zone setup are separate journeys.
